If you zoom in on the pictures shown in the article, you can read a lot of the new race abilities and strategy card details. Technology II is a wild, tech-fest. I think the Saar and Muatt sound like the most fun to play... though the Yin seem interesting too. The Winnu look like nothing special, though they may shine with the new political rules.
I pre-ordered as soon as I saw it. No one should be forced to suffer the double whammy of the humiliation of loosing 1) in your own home with your own game and 2) in front of your own son. I'm waiting, Ben...
